Fulfilment by the marketplace within Europe: the seller ships stock into the marketplace’s network, and the marketplace stores it, picks and dispatches it to customers, and handles much of the returns process. This is one company’s commercial programme, not a legal framework — its fee structure, storage rules and the countries stock may be placed in are set by that company and change. The substantive issues are elsewhere. Where the stock is physically held can itself create a registration and filing obligation in that country. Who acts as importer of record on the way in must be settled before the first inbound shipment. And who is treated as seller of record determines who accounts for the tax and who carries product compliance duties.
