The administrator, the European Money Markets Institute, defines Euribor as “the rate at which wholesale funds in euro could be obtained by credit institutions in current and former European Union and European Free Trade Association countries in the unsecured money market”. It is published for five maturities — one week and one, three, six and twelve months — every TARGET2 business day at or shortly after 11:00 CET, with 20 panel banks contributing and Global Rate Set Systems as calculation agent since July 2014. Note unsecured: that is the structural difference from a secured overnight rate such as SOFR, and the reason the two behave differently under stress.

The administrator’s own description. EMMI has reformed the methodology to a hybrid approach; the detail of that methodology is not quoted here.
