The WTO sets out exactly what non-preferential origin is for, and the list is longer than most summaries give: implementing commercial-policy instruments “such as anti-dumping duties and safeguard measures”; determining “whether imported products shall receive most-favoured-nation (MFN) treatment or preferential treatment”; “trade statistics”; “the application of labelling and marking requirements”; and “government procurement”. The practical consequence is the one this entry exists to make: a product can be originating under an FTA and have a different non-preferential origin at the same time, because the two determinations answer different questions under different rules. A preference claim and an anti-dumping exposure are not settled by the same piece of paper.
