Sanitary and Phytosanitary measures — regulations protecting human, animal, and plant health from risks of pests and diseases.
The WTO describes the SPS Agreement as “an agreement on how governments can apply food safety and animal and plant health measures (sanitary and phytosanitary or SPS measures)”, balancing two aims: that “consumers are being supplied with food that is safe to eat — ‘safe’ by the standards you consider appropriate”, while ensuring “that strict health and safety regulations are not being used as an excuse for protecting domestic producers”. That second clause is the whole of SPS disputes: the question is rarely whether a country may protect health, but whether the measure is protection of health or of producers.
