Phytosanitary certification exists under the International Plant Protection Convention, whose purpose the IPPC states as “to protect cultivated and wild plants by preventing the introduction and spread of pests”; the current text is the New Revised Text of 1997. A phytosanitary certificate is the instrument by which an exporting country’s national plant protection organisation attests that a consignment meets the importing country’s plant-health requirements.
