RASFF — the Rapid Alert System for Food and Feed — “was established to ensure the exchange of information between member countries to support swift reaction by food safety authorities in case of risks to public health resulting from the food chain”. Its legal basis is Article 50 of Regulation (EC) No 178/2002, the General Food Law, and it runs “a round-the-clock service”. For an exporter the important structural fact is who can see what: access to RASFF itself “is exclusively granted to member countries’ authorities and the European Commission”, while the public sees RASFF Window, a searchable database of summary information covering notifications from 2020 onwards. RASFF Window deliberately withholds commercial details — it does “not reveal commercial details such as brands and business operators”. It is also, in the Commission’s words, “the main interface for non-member countries” to learn about notifications concerning goods they produced, dispatched or received.
