European Chemicals Agency — administers REACH, CLP, biocides, and other chemical legislation in the EU.
ECHA was created by REACH itself: the regulation’s official title is “Regulation (EC) No 1907/2006 … concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), establishing a European Chemicals Agency…”. The agency and the procedures were made in the same instrument, which is why ECHA’s remit tracks REACH so closely.
