The arrangement among EU member states to apply a common external tariff on goods from non-member countries.
The Commission describes the customs union as what makes the single market work — it “enables the proper functioning of the EU single market”, with “its dual role of facilitating smooth trade and protecting EU citizens and businesses”. The division of labour is explicit: national customs services in all EU countries “work as one to manage its day-to-day operations”, while the Commission “formulates the EU customs legislation and monitors its implementation”. The scale published for 2025: over 2 200 EU customs offices; more than 630.9 million items imported and 580 million exported; 5.5 billion goods sold online using H7 reduced declarations; roughly 300 million items in transit; and customs duties collected of almost €30.7 billion. The EU has signed more than 50 international agreements on customs cooperation and mutual administrative assistance with 80 countries outside the union.
