The definition most later policies descend from is the Budapest Open Access Initiative of 14 February 2002: “By ‘open access’ to this literature, we mean its free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles”. That is broader than this entry’s “free to read”: the BOAI definition includes the rights to copy, distribute and reuse, not merely to view. It recommended two routes — self-archiving in open repositories, and open-access journals — which survive as the distinction now usually called green and gold.
