Merriam-Webster: “the act of recommending” or “something (such as a procedure) recommended”, and “something that recommends or expresses commendation”. First recorded in the fifteenth century. In a report the first sense is meant, and it carries an obligation the second does not — a recommendation is a procedure someone could actually carry out, which is the test a vague closing section fails.
