A correction to what is usually written about this: Ghana's 2017 moratorium on recruiting domestic workers for Gulf states has not been formally lifted as a blanket policy; government has repeatedly said it will only reconsider once bilateral agreements with destination Gulf states guarantee worker protections. Treat any claim that the ban has been lifted with caution and confirm current status directly with the Ministry of Employment and Labour Relations before relying on it.

Who regulates outbound recruitment and what you must do first

The Chief Labour Officer, acting for the Minister of Employment and Labour Relations, licenses private employment agencies that recruit Ghanaians for jobs abroad and issues the exit permit each worker needs before departure; agencies must also submit the worker's contract, medical report and proof of free consent before that permit is granted.

The licensed-agency register

The Ghana Labour Market Information System (GLMIS), run by the ministry, lists registered private employment agencies, split between local and international/overseas placement, with the numbers of workers each has placed.

A separate published list of revoked, suspended or blacklisted agencies could not be confirmed live on GLMIS at time of writing — only the active-agency listings and placement statistics were verified navigable. Confirm an agency's current standing directly with the Labour Department before paying any fee.

Trafficking and exploitation reporting

Regional free movement and travel documents

As an ECOWAS member, Ghana is party to the Protocol on Free Movement of Persons, Residence and Establishment, letting Ghanaians work in other ECOWAS states without a visa or work permit; the Ghana Immigration Service and the passport office handle the travel documents you need for any move abroad.

The Ministry of Foreign Affairs' Diaspora Affairs Unit keeps a database of Ghanaians abroad and runs consular protection through Ghana's missions; the Ghana Revenue Authority sets the residency rules for whether Ghana still taxes income you earn while working overseas.
